Another new feature in Borderlands 3 is the ability to purchase, unlock and use Weapon Skins. It’s one of the newer cosmetic items added alongside Trinkets. You can unlock them, or buy them using Eridium.
If you pre-ordered Borderlands 3, you will have automatically received the Golden Weapon Skins for free. You will need to claim it from your mailbox before it can be applied to weapons.

Applying Weapon Skins
To get actual skins, you are best visiting Crazy Earl. He can be found in a known location (no spoilers) after finishing a few missions at the start of the game. For Eridium, he will sell you lots of different designs.

When you own a skin, open up your inventory, find the weapon you want to apply a skin to. Inspect it, which you will need to do by hovering over it and pressing the key it says in the bottom right, which is F on PC. In the bottom right corner, if a skin can be applied, there will be a ‘Change Weapon Skin’ option, which can be accessed by pressing X on PC.

In the next window, a list of your owned skins will show up. You can choose a skin and apply it. You can go ahead and apply skins to the rest of your weapons.
