A lot of the mechanics in Borderlands 3 aren’t too different to the second game. If you’re an experienced player to Borderlands 2, it’s likely that none of the in-game option and menus will confuse you too much.
However the game still offers a lot of tutorials and hints. Not in the form of missions, but small dialog options that will constantly pop-up telling you what to do. They can be a bit annoying at times, so worth turning off if you don’t need them.

Disabling Tutorials & Hints
Turning off the tutorials is really simple. Start by opening up the main game settings (ESC on PC), choose ‘Options’ and then the ‘Gameplay’ option.

The second option near the top of the Gameplay window will be labelled Tutorials. Just switch this over to off if you don’t want them to appear. Your changes will be automatically saved.

If you are confused though again later on, you can come back and switch the tutorials back on as they could provide some useful information.
