Stray Cats are a passive mob that was added with the Minecraft 1.14 Village & Pillage Update. They are animals which can be tamed, and are a great pet due to the fact that they keep Phantoms and Creepers away.
Cats can be quite hard to find in-game, as they practically only spawn in villages. One cat will spawn for every 4 beds, and they can be quite troublesome to tame.

Taming Cats in Minecraft
Now, as previously stated, you can find Cats in most Minecraft Villagers. However, they are stray and are very wary of the player. Cats will typically run away from the player at all times, unless they are holding food.
By holding Raw Cod or Raw Salmon, a cat will slowly allow you to approach it. Don’t approach too fast, and don’t switch inventory slots away from the food. Once close enough, you can feed the cat by interacting with it.
It will take a lot of trial and error getting the cat to approach you. And you may have to go through a few fish until you eventually tame it. Once you do though, you’ll see hearts radiate from it like the image above.
The cat will now follow you, and you can command it to sit.
